Guam Procurement Process Primer V2.0 now available

MAITE, Guam - John Thos. Brown, general counsel for Jones & Guerrero Co. Inc., on Aug. 4 released the latest version of his Guam Procurement Process Primer, version 2.0. Version 1.9 was released late in 2009.

The new version includes information on court and Office of the Public Auditor decisions released since V1.9 as well as new research, authorities and analysis of issues previously covered. The primer's discussion of the substance and procedures of Requests for Proposals and the automatic stay was been expanded in the wake of the controversies surrounding the John F. Kennedy High School, replacement procurement.

New or expanded topics in the updated primer include the procurement role and authority of government of Guam agencies, differences between court review of procurement and contract disputes, and an argument for a more critical legal standard for Court review of agency determinations in procurement cases.

Brown, an attorney and General Counsel for Jones & Guerrero Co., Inc., said that considerable effort has gone into making the primer more user friendly by the addition of numerous "live" links to internal and external references in the digital pdf version.

Additionally, to provide a more global perspective and comparative context for the procurement issues Guam faces, Brown has begun a complementary bog which reports on procurement issues from around the world. "Guam is not the only place struggling with its procurement system, and the manner in which other jurisdictions deal with procurement issues provides perspective and can be helpful to understand our own", Brown said. The blog is called "Blogged Down In Procurement" and is hosted on blogspot.com.

The primer is available free of charge online as a public educational resource, Brown said. The primer is posted on scribd.com. So far, scribd.com reports the Primer in its various versions has received more than 2,000 readers and 275 downloads.
