The June 27th seminar will focus on local GovGuam procurement, with 5 hours of presentation, topics including:
• Principles of Procurement and procurement lifecycle, overview of the review process, particular issues such as responsiveness vs. responsibility;Additionally, the featured lunch speaker is Mr. John Weisenberger, Assistant Guam Attorney General, on the topic of the "Role of the Attorney General's Office in the Procurement Process".
• The ABA Model Code, its origin, shared principles with federal contracting law, and its evolution from 1979 to present, including amendments for e-procurement and infrastructure projects;

The June 29th seminar will focus on federal procurement issues for local Guam contractors, with 3 hours of presentation, topics including:
• Getting the Contract and the Payment ProcessThe panel for this module will be led by Mr. Paul Fisher, Counsel Joint Region Marianas, and includes Prof. Schooner and other local Guam federal procurement and legal specialists.
