Announcing Guam Procurement Seminars, June 2011

The Guam Chamber of Commerce Procurement Committee, in cooperation with the Guam Bar Association, the Guam Judiciary and the US District Court of Guam, with the sponsorship of the Bank of Hawaii, will be holding procurement seminars in June.

The featured presenter for the seminars is Professor Steven L. Schooner, Nash & Cibinic Professor of Government Procurement Law and Co-Director of the Government Procurement Law Program at George Washington University, Washington D.C.

The June 27th seminar will focus on local GovGuam procurement, with 5 hours of presentation, topics including:
• Principles of Procurement and procurement lifecycle, overview of the review process, particular issues such as responsiveness vs. responsibility;
• The ABA Model Code, its origin, shared principles with federal contracting law, and its evolution from 1979 to present, including amendments for e-procurement and infrastructure projects;
• The need for trained, educated and professional private and public procurement staff and the means for achievement
Additionally, the featured lunch speaker is Mr. John Weisenberger, Assistant Guam Attorney General, on the topic of the "Role of the Attorney General's Office in the Procurement Process".

The June 29th seminar will focus on federal procurement issues for local Guam contractors, with 3 hours of presentation, topics including:
• Getting the Contract and the Payment Process
• Challenging the award, in a nutshell
• Procurement Integrity and ethics
• Contract Fraud, False Claims, and Qui Tam
• Small Business Preferences
The panel for this module will be led by Mr. Paul Fisher, Counsel Joint Region Marianas, and includes Prof. Schooner and other local Guam federal procurement and legal specialists.
